What are the conditions for ordering HSE cards?

All companies working at building and construction sites or offering cleaning services must provide their employees with HSE cards.
The regulation requires companies and workers to meet certain conditions, such as being listed in several registers. These requirements are meant to ensure that employers and employees operate in a safe and legal manner, in compliance with Norwegian laws, such as the Working Environment Act.
To order HSE cards the company must be listed in the:
- Central Coordinating Register for Legal Entities
- VAT register
New companies, or companies that provide services excepted or exempt from VAT, will not be registered in the VAT register. In these cases, we require additional documentation to provide the HSE cards.
Authorization of cleaning companies
Cleaning companies require authorization by the Labour Inspection Authority in order to operate in Norway. Companies that perform other services in addition to cleaning, or who hire out employees for cleaning work also need authorization.

To order HSE cards the employee must be listed in the:
- National Population Register
- NAV State Register of Employers and Employees
When you order the HSE card you must provide:
- personal identification number of D-number
- passport photo
- copy of your proof of identity, such as passport, driver’s license or Norwegian bank card with photo ID
- the company’s name and organization number
- the address you want the cards sent to
Board members working in ANS or DA or sole proprietors and their spouses will not be registered in the State Register of Employers and Employees.
Sole proprietors must attach a signed declaration with their name and personal identification number/D-number. For spouses, both parties must sign a declaration that we will provide, and attach a copy of their marriage certificate.
Foreign worker must register with the Central Office for Foreign Tax Affairs, instead of the National Population Register or the NAV State Register of Employers and Employees. The Central Office for Foreign Tax Affairs will assign a D-number and retain information about the employment.

Ensure that all registrations are complete
If the employer or employee applies for HSE cards before registrations are processed, or without having registered in the required registers, we will be unable to complete the order.
This will delay the process and result in additional work for the employer, employee and us. Therefore, you should ensure that all registrations are complete before ordering your card.
