Requirements for foreign workers

Foreign workers in cleaning companies or at building and construction sites must carry a HSE card. These are the requirements for ordering cards.

HSE cards are meant to ensure safe and legal working conditions. All employees in the cleaning or building and construction sector require a HSE card while working in Norway. A HSE card is required even in the case of short-term employment.

The regulation demands documentation and registrations from both employer and employee. This makes it harder for companies to operate illegally, and making use of illicit work, social dumping, illegal immigration etc.

These are the requirements to order HSE cards as a foreign worker.

Remember the D-number

Foreign workers must register with the Central Office for Foreign Tax Affairs. They will assign a D-number.

A D-number is a temporary personal identification number, and everyone with a valid work and residence permit receives one.

There you must also register your employment, using your employer’s organization number. The Central Office for Foreign Tax Affairs performs the same role as the NAV State Register of Employers and Employees do for Norwegian workers.

If you are from a country outside the EU/EEA, you need a valid work and residence permit before registering with the Central Office for Foreign Tax Affairs.

Before ordering HSE card it is important to ensure that all registrations are complete. This applies for both the employer and employee.

If any registrations are missing or have not been processed, we will not be able complete the order. This will cause a delay and result in additional work for the employer, employee and us.
